Provider Electronic Payment Program

Welcome to the Crystal Stairs Electronic Payment Program

You have two electronic payment options to receive your payments for providing child care services.

  1.  Electronic payment to your personal account: If you choose the direct deposit option, your payments will be electronically deposited into your bank account each payment distribution period.
  2.  Skylight ONE Debit Card: If you choose the debit card option, your payments will be electronically deposited into your debit card account each payment distribution period.

Please note: On very rare occasions, payments may not be processed on the scheduled payment date. If you choose to set up automatic debits to your electronic accounts on the same dates payments are scheduled, Crystal Stairs will not be responsible for bank fees you incur should your payment be delayed.

 

Personal Account

Enrollment Process

  • Complete option #1 on the Electronic Payment Options form. Make sure to include your social security number or federal taxpayer identification number and to sign the form.
  • For Checking accounts attach a copy of a voided check. For Savings accounts attach a copy of a savings deposit slip or ask your bank for the routing number and account number for savings accounts.
  • Mail or fax the completed form to Crystal Stairs, Attn: Payment Processing Unit.

Payment Process

  • Once your properly completed enrollment form has been processed, your payment will be deposited into your checking or savings account on the next scheduled check run.
  • You will receive an Explanation of Payment in the mail with details of how your payment was calculated. If you have any questions regarding the payment you received, contact the Provider Services Claims Processing Unit at 323-421-1087.
  • If you choose the direct deposit option, you must immediately inform the Payment Processing Unit at 323-421-1086 when you change your bank account to avoid any payment delays.

Skylight ONE Pay Card

Benefits

  • Payment is loaded onto your pay card on scheduled payment dates.
  • A bank account is not required to obtain the pay card.
  • You have access to funds over the counter at any MasterCard member bank that displays the MasterCard logo.
  • You have access to funds at network ATM’s, grocery and retail stores.
  • No Monthly Maintenance Fee.

Enrollment Process

  • Complete option #2 on the Electronic Payment Options form. Make sure to include your social security number and to sign the form.
  • Mail or fax the completed form to Crystal Stairs, Attn: Payment Processing Unit.

Card Distribution Process

  • Once your enrollment form has been processed, you will be contacted by Crystal Stairs’ staff by mail and will be given an appointment to come in and pick up your pay card. (Pay cards must be picked up by the child care provider ONLY.)
  • You must present a valid California photo identification card or any other U.S Government issued identification and sign an acknowledgement form to receive your pay card.
  • Funds will not be loaded on the card until after it is picked up and an acknowledgement form is signed.

Payment Process

  • Once your pay card has been activated, your payment will be loaded onto your pay card on the next scheduled check run.
  • You will receive an Explanation of Payment in the mail with details of how your payment was calculated. If you have any questions regarding the payment you received, contact the Provider Services Claims Processing Unit at 323-421-1087.
  • If you choose the pay card option, you must immediately inform Skylight ONE at 877-814-7679 if your pay card is lost, stolen or destroyed, to avoid payment delays.

Additional Pay Card Information

  • Replacement Cards delivered through regular mail:
    • $7 (one free replacement card issued per year)
    • Expedited delivery of card: $20
  • Customer Services is available Monday–Friday from 6:00 a.m. to midnight (Central Time) and Saturday and Sunday from 8:00 a.m. until 8:00 p.m. (Central Time)
  • Account balance can be checked 24/7 for free online through the automated customer service number or through anytime alerts (speaking to a live person will cause you to incur a $.50 fee)
  • Anytime Alerts can be sent via text to your phone or through email and allows you to get your balance, deposits and payment updates
  • Funds are available on Skylight cards 9:00 a.m., the day of posting,
  • Free to use anywhere that displays the MasterCard logo.
    • Skylight ONE will not charge the cardholder for ATM withdrawals if the machine has the MasterCard logo but cardholder may still incur ATM machine fee
  • Free “over-the-counter cash withdrawals” at any bank that displays the MasterCard logo on the window

Avoid Payment Delays!

  • Immediately notify Crystal Stairs Payment Processing Unit at 323-421-1086 if you change or close your bank account.
  • Immediately notify Skylight ONE Pay Card at 877-814-7679 if your debit card is lost, stolen or destroyed.
  • Changing from one payment option to another is done by completing the appropriate section and returning the form to Crystal Stairs Payment Processing Unit as soon as possible. No changes will be made over the phone.
